EAA (European Accessibility Act)
The European Accessibility Act (EAA, Directive (EU) 2019/882) is an EU directive that sets uniform accessibility requirements across all member states for certain products and services, including many consumer-facing websites and apps.
In practice
The directive is transposed into national law – in Austria through the Accessibility Act (BaFG). The scope is set out exhaustively in section 2(2) BaFG and turns on services provided to consumers. Not every heading presupposes a shop function: alongside e-commerce, e-banking and booking systems, the list also covers passenger transport services, electronic communications services and access to audiovisual media services. Purely B2B offerings with no consumer element are not covered by the wording of the Act; how an individual case is classified remains a question of law.
